Locking Wheel Nuts

I was once told by a policeman that its best to use two sets of locking nuts with two placed opposite eachother on each wheel. The reason is that there had been thefts where the normal wheel nuts had been removed leaving only 1 locking mut holding the wheel on. The wheel had then been leavered off snapping the remaining locking nut and the wheel came off.
In terms of tightening torque - I always tighten my locking nuts up to the same torque as the normal ones with no problems.0
