In the village I grew up in, there is a semi-detached cottage which sounds like the one mentioned in the original post.
Overgrown, left to rot.
Before our last move in 2005 tried to contact the owner through the LR Records - (the place was mortgaged), with the aim of buying and renovating (the cheapest houses in the village are £300k).
Wrote to him (in a very affluent area) turned out he was a doctor who had inherited the property from his mother.
Didn't even acknowledge the letter. Found out afterwards that he is a bit of a recluse...(also allegedly a millionaire)....

I did wonder, what happened when he didn't pay his council tax, why didn't they chase that up?

Alarms were not raised with official authorities because bills were still being paid by direct debit from Mr Dean's bank account.0

Perhaps ask at the post office if you have a local one. No harm in ringing the council with your concerns, some of us might be grateful for "nosy" neighbours some day, so don't feel bad. Too many people just turn away and don't want to know.0

I called the police last year when I hadn't heard or seen the old dear last year for a few weeks and they had to break in.
Turns out she is now bedbound and her daughter was popping in twice a day to see to her - I just got anxious when I noticed a milk bottle on her stoop for a few days - Apparently it had been moved from someone elses as she didn't get milk. I'm still really uncomfortable with this though - poor old thing is stuck up in her bedroom 24 hours/day with just 2 visits a day. Daughter got so narky with me for calling police as well but I was really worried!!!! At least I've got her mobile number now in case anything untoward happens again.
Police were fine about it so if you have any worries then give them a call - better than getting a nasty whiff after a few weeks - esp. in this weather!!!Noli nothis permittere te terere

You would think the daughter would get social services in and arrange a home help, it must be awful to be stuck in there just waiting for her twice daily visits.0 -
