    What's his podcast about?

So the same as dozens of television, radio, newspaper and countless website articles then? He's gonna struggle.

My suggestion is find something else. Something unique like that old guy on Youtube did with his weekly rants. No point banging your head trying to do something that's being done countless times already.

You need to research what the big boys do, all these started out as one man bands, twit as an example is still pretty much still a one man band operation and is very popular. To get the listeners they have good shows but they also do alot of networking, they've got no issue with appearing on each others podcasts in exchange for a small plug for their podcast

As to your mates podcast :-
website very bland, needs to be made more inviting
no option to download the podcast
subject matter is all over the place, can't workout the genre
on the plus side the presenters are clear and don't come across boring.

I'd recommend that you improve the website, lay down what the podcast should be about. Then when you're happy that you're in a position where if someone was to find you website they'd want to come again I recommend doing some undercover marketing:-

Phone up the techguy radio show one weekend, ask for advice regarding podcasting, you'll get some advice plus leo will also mention your website

My take too which kind of begs the question why they've decided to present this in the style they are. It could stand out if they put a humourous slant on it in a "Mock the Week" style. I think they've got it in them to do that.

Something along the lines of Andy Parsons comments on John MacCain, the Democrat presidential candidate, this week...
"So the best the Democrats could come up with is someone who came second to George Bush eight years ago." "And he's a war hero as well. He was shot down 5 times and captured. Well I don't know about you, but if a pilot manages to get shot down 5 times, it doesn't make him a war hero, it makes him a crap pilot."

Foot in mouth much? Stupid people shouldn't attempt to be smartarses.

I produce a couple of niche market podcasts (one about collectibles, the other about a favourite author) and have gradually built up the numbers by word of mouth, posting on relevant newsgroups, message boards and mailing lists (making sure to ask first if it's OK to mention the podcast - I don't want to get a reputation for spamming!).
I'm never going to be able to give up the day job, but the numbers do keep creeping up, which is nice.
Basic tips, apart from the above, are to make sure you have a clear show description, and use appropriate keywords (so it gets picked up by Google and other search engines); have a clear and easy to use download or listen online option (including a link to your RSS feed on your podcast home page is a MUST and providing a link to each episode for those who do not use an RSS feed reader is helpful); submit the podcast feed to as many podcast directories as possible (including iTunes, ZenCast, etc.; a quick look on Google will bring up loads to which you can submit)
If you're on iTunes, use attractive 'album art' as this stands out when people are browsing - once you have a few episodes up you might get selected for the 'New and Notable' section and, possibly, on the 'Featured' section - though given the theme of the podcast, you do face stiff competition.
It's a good idea to sin up to Feedburner.com; once they have your feed you can more accurately track subscribers and listeners.

Good luck to your brother and his friends!
    Au Res.,
    Paul
