You'd be amazed at what goes into designing a cover. It's primarily from the publisher. The logic for the change is as follows (for your interest)
1. This time they wanted a pic, the book is coming out at the same time as my new TV series, so a pic helps people recognise its me
2. This time the name recognition for me and the phrase 'Money Saving Expert' is much stronger hence thats much bigger and at the top of the page
3. The Green is a friendlier colour, and stands out moer in the bookshop shelves, which is the most important bit
4. The fact the first book was a bestseller, means it already has the credibility, this book is also 100 pages more info, so it is a weighty tome, that is balanced by the relaxed cover
5. This is a mass market book, making it too business like would be a problem, its for people who aren't interested in money generally so its not to scare them off

As for not interested in money - what i mean is its not for people who acticvely look at their finances, its to help people who don't normally consider itMartin Lewis, Money Saving Expert.

A lot.)"One hundred years from now, it will not matter what my bank account was, how big my house was, or what kind of car I drove.
