Not expensive, but my 19 year-old DD with fair skin loves the Maybelline Dream Matte range. She has several shades and blends them according to whether it's for day or nighttime wear and seasonally (lighter shades in winter).
Mousse or powder blushers blend in well, too.

I'm very pale with some freckles (all be it 28, not 21) and find the Loreal Mineral foundation to works for me.
She really needs to use a bronzing powder, or blusher to give her some colour, not use a darker foundation though. Be careful with the L'Oreal minerals - they contain talc, which isn't very good for you.

I think no7 changed their foundation formula because all of the stay perfect foundations turn a strange shade of yellow grey when applied .
Maxfactor isn't too bad & Mac foundation is excellent too or you could order lots of lily lolo mineral foundation samples then find which one suits best.The best way to get a foundation to last and have good coverage is (imo)
a good moisturiser and then a primer, concealer where needed, foundation , loose powder if prefered and then to set it all with a facial spritz or mineral water spray. Using Lots of foundation is not always the best way to get a good coverage but building it up to last usually gives a nice result.Love can tame the wildest0 -

She doesn't buy them dark, just perhaps one shade darker. But to be honest, she doesn't always she has plenty of REALLY light ones.
Its difficult with freckles.....
If you match to your skin (underneath them) its usually quite pale, BUT when you have freckles & no foundation on, it gives you skin colour, it goves you colour.
So if you match to your skin exactly, you look paler than your natural tone, because your freckles will be covered (a little) & you will look paler than you are.
So if you have a few freckles, you have to go just a tiny bit darker in the foundation (just one shade) to make up for loosing the freckles.

Funny that the last No7 she had was that Stay Perfect I think.
Shes never tried Mac (I'm pretty sure there is a Mac shop in Brighton).
As for the powder minerals, shes gone right off that type, she likes the liquid & powder (as I do as well:D ).
I've never tried a primer, I was thinking of trying the Smashbox or Laura Mercier one what one do you use?
I disagree about a concealer under foundation. I use foundation & then you rarely need concealer, whereas if you put concealer on first you might use it where you don't need it. Try it.
I love the Elemental Beauty powder concealer, its flipping magic:D

I always use a large soft brush for powder now instead of a puff, I find it gives a better finish.0 -

Maybe she needs to go sheerer & glowyer with her foundation.0 -
Both my daughter and I love the laura geller balance and brighten-which now comes in a lighter shade as well,we use the original. The beauty is that buying it from QVC you get to send it back if not happy-although I have never sent any LG back tbh. There's also bronze and brighten and several blushers that are gorgeousTomorrow is always fresh, with no mistakes in it!0

Clarins have a light reflecting foundation called True Comfort Foundation. I use this one. She will need a sample, clarins v good with samples i find. the foundation is about £22.
I am pale with freckles, this foundation doesnt "hide" my freckles though. infact would need a bloomin miracle to cover the little blighter! It does give good coverage though. and a nice sheen.Just to win anything would be great!!0
