    A suitable way to do this would be: if a seller with only a basic Paypal account selects Paypal as an accepted payment method while listing an item, as soon as they attempt to proceed to the next page, a screen should be displayed warning that they are only permitted to mark the Paypal box if they are willing to accept all Paypal payments, including card funded payments.
    When ebay changed it's surcharging policy last year there was, at least, an announcement about it. I think it's reasonable to assume that this change led to more people rejecting card payments in order to hold onto a basic account. I guess ebay just saw it as a loophole, but that really isn't a good enough excuse to keep it quiet. I think what you suggest is sensible, and it's been suggested before, but I think ebay want to slip this one in quietly as if it's always been there.

    The seller of the item in the OP is typical of people out there that just have no idea they aren't allowed to refuse card payments. As soon as I warned her, she changed her listings. In fact, she's the first person I've discussed this with who unchecked the paypal box rather than risk an account upgrade.

    What really worries me is that a seller could easily list several items at the same time and all they would need is a few buyers demanding to pay by card and potentially they could end up suspended as a result.
