SKY+, Talk & Surf Questions

We're hoping to buy our first flat soon and have started thinking about services we require. Sky is not needed but would be nice to have so we're considering the £26 Sky+, Talk, Surf package.
1) Does this require seperate BT Line rental to be paid? Or is it included in the cost?
2) How good is the service? I've heard good and bad. I work in IT and have my own decent router so should be able to sort techie issues with config but want to ensure the speed and connection are generally reliable.
3) In a leasehold flat doe you need to ask anyone's permission before getting sky in? Or is this dependant on the individual flats?
If sky broadband is unreliable or we cannot have it installed then we are considering Tiscali next as their £16 package is cheap and includes line rental I believe.

Is there a phone line in place yet? If not then unless you can sign up for sky line rental you will need a bt line in place to begin with. Some flats have rules about sky dishes so you may need to check that dishes are allowed on the walls as some flats have communal dishes that you are made to use.0

You have to use their own router for the service, you are not even told the ADSL username/pwd, its all pre-programmed into the router. So you wont be able to use ur own router on Sky, unless you can find these values. Clue - Technical forum on skyuser.co.uk0
