A Bills Only Account - do they exisit?

I want an account that I can pay money into regularly and the only way I can get cash out is by direct debit / standing order - ie an account just to pay my bills.
Here's my situation.
I get paid every week. Like almost everyone else, bills come out monthly. At present I transfer money out via standing order every week to another account and return it at the start of the month to pay bills.
Im about to move my current account, 99% certain to Lloyds TSB. My savings account will remain at nationwide.
I want to continue to move money out each week. However, I would like my bills to come out a seperate account - an account I cannot withdraw money from at ATMs, and cannot transfer money out of over the net or phone.
Can anyone recommend a bank that can set an account up for me like this? ie I want to put money in each week and other than going into the bank I only want Direct Debits and Standing orders to come out it. Ideally Id like to be able to view the account online so I can monitor it.

Just use a regular account but cut up any cards/cheque books they send (or ask them not to supply them.)Conjugating the verb 'to be":

is it marketed as a bills account or are you just using a standard current account?0

In theory a Halifax Web Saver (without card) at 5.8% supports virtually all you want. It definitely allows SOs and bill payments outwards (I've used both) .... and, most unusually, it allegedly supports DDs (which I've never used).
If you look at 5.3 of the T&Cs - that covers it :-

Damn. Other option would be for me to setup everything on my new hbos current account, make weekly payments to my savings account, and sweep the money from savings to my current account on last day of month so all bills etc are paid (they all come off between 1st and 5th).

I'd open a basic bank a/c with a different bank and cut up the cash card that you get.0 -
Halifax do a basic bank a/c with d/d and s/o facilities0
