You're making the mistake of believing what they say. If you used up to your limit, they're going to reduce it - if not - they're going to reduce it.
They're reducing their potential risk, and will continue to do so. The "reasons" they give are just nonsense - "verbal foam padding" to try to reduce any reaction from their customers. MBNA have just reduced my interest rate. Which considering I haven't used it in many months is a bit irrelevant.

Found it thanks it's a function in blue on the insert key which I didn't notice due to the dim lighting! what an eegit!:oMBNA have just reduced my interest rate. Which considering I haven't used it in many months is a bit irrelevant.
They reduce mine too and that's where the debt is just now but it's by a piddling amount - hopefully as it'll be gone soon it doesn't matter too much!
