HELP - mobile phone bill masive

hi :-) i am so sorry to bother you all. my sons girlfriend has just got back after a 2 week holiday in eygpt sadly for her it has been some what marred by the £500 phone bill! she belived she was paying 35p per min but has now found out it was £2. she contacted them and they have told her she can pay in 2 instalments. what i wanted to ask isnt it right that t mobile and all compans now do the 35p roamer on contracts over £40 per month? thanks julie
