Broadband advice please!

Hi,
My dad is currently paying £15 a month for BT dial up - I know and he knows - not good!!
The problem is that BT will not give him a broadband connection. The BT online broadband checker says broadband speeds of 512 / 256 are 'unlikely.' Other online checkers say broadband should be available..
We have considered Orange mobile broadband as Orange reception where he is (the Isle of Wight) is okay (one bar below max) and according to their website his location is a 3G covered area. He has been offered this for £15 a month with a one week cooling off (minus £15 deposit.) Also a £20 a month mobile phone package (300 mins, free land line calls) that would enable him to cancel his BT line.
Does anyone know if there is a way for him to try landline broadband without the initial costs and usual contract?
Or can anyone suggest any solutions / good deals?

I cannot believe how cheap they are offering Broadband and phone calls with no BT line rental.
