The rent service do still come out in our area and they say any room has to have a window to be classed as a bedroom. Hope this helps.

But as dmg24 and lil_me have pointed out, it doesn't matter how many bedrooms a property does or doesn't have for Housing Benefit as it's not based on the property anymore. It's based on the people included in the claim.
