2 weeks ago I listed a book - BiN , competitively priced , it was recently released and I read it within days , so not many on ebay at the time
a buyer with 160+ brought it, but still no payment/ email, despite by usual email, invoice ( via ebay system) and follow up
To be honest for less than 50p ebay fees I'm not that bothered if claiming for relist , - They no longer sell as good anyway .
Should I neg them , knowing ( for no reason) I'll likely get one back
Why on earth would a regular buy and not cough up ??

Always go through the NPB process not only to get your fees back but to put a strike on the buyers account.
Also, from November (don't know the exact date though) buyers who do not respond to ebay through the NPB process will not then be eligible to leave feedback for the seller.
As for why buyers do this, I've no idea. I had one recently great feedback but no payment for ages, it wasn't until I started the NPB process that she contacted me and apologised saying she hadn't realised she hadn't paid. She had ignored all my reminders though, so that seemed rather odd.

Personally, I would just leave it, if you NEG them you will almost definitely get a NEG back and eBay's STUPID rules will allow this.
As you said before it's only £0.50p so it's not worth the hassle.
It just pains me to see no-paying-bidders get away with it.

If sellers don't go through the NPB process then buyers will continue to get away with it. A buyer with enough NPB strikes on their account will lose their account, what better deterrent is there?
In some ways the NPB strike is more important than the neg, especially when the new feedback rules come in.

Yeah, I agree but if you do go through the NPB process they bidder can still leave a NEG and if you have perfect feedback, it hurts!
Also, because of this strike (might even have 2) the bidder may choose to abandon that account and open a new one (which is VERY easy to do, I'm sure you'll agree) so the NEG left in reply won't affect him/her.
I just think as it's only 50p, I owuld suck it up and forget about it.

If you don't have the gumption to be honest and neg the buyer, at least go through the NPB process, for the NPB process is far more important than feedback.
Negs don't get buyers NARUED, NPB strikes do.
As Soolin pointed out, going through the simple NPB process, you will put a strike against the buyers name and it's three strikes and out!
You might actually find, as often happens, that kicking off the NPB process will indicate to the buyer that you actually know your way around EBay, and it is often enough to get the buyer apologising and paying up.
And last but not least, if you fail to go through the NPB process you are doing all the decent, honest EBayers a disservice, for it is folk who cannot be rrrsed with the simple NPB process that let NPB get away with it, thus letting them continue on to be NPB on other sellers auctions.
PS. Don't forget, a buyer that receives a NPB strike hasn't received Neg feedback, so is unlikely to retaliate by negging you..... After all, they'll be well aware that the outcome will most likely be a Neg from you.The MSE Dictionary

Until I was in this position myself, I would have agreed with the above , I don't use ebay that much, but over the years - I have over 100+ (+ 1 neg from a waster )

Sorry, but IMHO a seller who has shelled out fees for a listing, doesn't receive payment, is out of pocket and yet still refuses to commence the Non Paying Bidder process for fear of triggering Negative feedback ..... lacks gumption.
Personally, in this situation I would advise the buyer that having heard nothing, and not received payment, I'd give it 48 hours and then commence the NPB process to reclaim my fees, no threats, a simple statement of fact, and if payment was not forthcoming, I'd follow through.The MSE Dictionary
