Tiscali Free Line Rental NOT for Existing Customers?

I am an existing Tiscali customer and want to take advantage of the free line rental package but Tiscali will only offer a 25% discount to existing customers off their line rental so I asked if it were possible to cancel my existing contract and take out a new contract with free line rental.
I was informed that it was not possible to offer free line rental through telephone exchanges in my area (Weymouth Dorset) I would like to know if this is a lame excuse or not??

I guess they only offer this if they have their equipment in the exchange (LLU).
