What do we want from an ISP?

First, I like MoneySavingsExpert is great and I read it every time.
But I started shopping around to save money, I didn't now who to go to for broadband Internet access.
I tried someone cheap and I hated it so much, I changed my line of business! Broadband isn't like electricity, because all electricity works the same. Some broadband works better than others.
Disclosure: My first ISP was so bad, I formed a specialist ISP myself, but don't worry--I mostly sell to small businesses and I won't try to sell you anything here:j
I'd like to ask what people want from broadband. Some people (maybe most people?) don't mind having to wait for support if the e-mail dies for 2 days, but others want it fixed in 3 minutes, otherwise they can't work from home and have to get in the car.
So I'm wondering how people go about looking at reliability (and whether the ISP answers their phones and fix things). Or do people mostly change ISPs until they find one that doesn't let them down?
