Ahh... that narrows it down a bit, I suspect its city plymouth college. Disability comes under their "Equality Scheme" which is here:-
http://www.cityplym.ac.uk/docs/Equality%20Scheme.pdf
Now if we'd have had that to look at we could have pointed you at their disability officer. From Page 6Disability
• Have a disability officer role with specialist knowledge both of the needs of disabled learners and also the funding streams to support them by September 2007, who will contribute to training staff in supporting learners with particular disabilities from September 2007
• Progress recommendations from the report on Additional Learning Support
• Progress recommendations arising from the audit by the RNIB (2006)
• Clearly identify the spend on disability support by July 2007
• Have one Equality and Diversity Impact Measure (EDIM) each year related to improving outcomes for disabled learners
• Monitor and progress the action plans of individual teams towards disability duty objectivesFrom page 9Disability
• Develop seamless transition arrangements for students with disabilities on higher education courses from the College to university from September 2007
• From April 2007 encourage and support people with disabilities to apply for higher education courses by working with key organisations in this sector
• Evaluate and improve the success of this approach from 2008
• Ensure that both higher education and international students with disabilities have the reasonable adjustments that they require
• Continue to collaborate with other public sector organisations in addressing both the general and specifi c duties under disability discrimination legislation
• Re-inforce and enhance the work of schools with school age children to raise awareness and promote disability equalityAdmittedly I haven't read every line but I can't see provision of a 20" laptop anywhere. However, Titch's first stop should be to take her medical assesment from the Eye Infirmary (sic?) to the disability officer and explain why she needs a 20" laptop and how she can guarantee its return to the college after her course for students with similar condition. From MSE Martin - Some General Tips On Holiday Home Organisations and Sales Meetings

You may get GCSE English free under the 'Skills for Life' scheme.
I did Maths under 'Skills for Life' and then GCSE Maths the following year. All free, although I paid for the exams.Ær ic wisdom funde, ær wearð ic eald.

As a 16/17 year old, you generally don't have to pay course fees. However, you might've paid either exams fees or material fees.
I will try to get in touch with student services about this. There's nothing in the acceptance letter I got last week about a 19-25 concession, but there is a 15% discount for people who pay all fess at the start of term.0 -
Probly was exam fees, but they wanted it before the course started, but hey!
Also, i was trawling my Record of acheivement, and found the receipt for my Btec national Diploma ... £56!
Now im having to save £1200 for a Masters (as one can see in my sig)
