They extend up to the boundary with the private property, you don't know where that it is in the picture any more than I do. You also don't know, assuming it is highway, if it is classed as carriageway or footpath.
We can assume all we want but it doesn't get us very far.

He broke the law, he got a ticket, tough!
Look, lets get back to the original request, “Could we challenge it.”
Personally I don’t think so unless there is something wrong with the ticket, wrong address I don’t think will work.
He parked illegally, took the risk and lost.
If it was me, (and I am not perfect), I would have stopped on the road/yellow lines and left a note in the window saying I had gone to get the doors open and hope that the warden was one of the good ones, (there must be some), and would show some leeway, but I would certainly not have completely blocked the footpath causing inconvenience to pedestrians, there appears to be no need for it in this case, even if the road was narrow and not allowing vehicles to pass he could have parked with 2 wheels on the path,(still illegal but not completely blocking the footpath), and he might have got away with it, he could have used his mobile to call the company,
(assuming he had the number and a mobile), therefore remaining with the vehicle and could have explained to the warden why he was waiting. There is usually more than one way to do something.
Sorry and all that, but he broke the rules and now has to take the consequences, will he do it again in the future, probably, because this type of person never learns, that is why people get banned for speeding, they get 3 warnings but still do the fourth one that gets the ban.Don`t steal - the Government doesn`t like the competition0 -

On the incorrect address alone, I doubt it.
But you should double check the official status of that piece of land, depending on your finding, yes, you could challenge it.0
