How Do I Deal With Non Collection Of Pick Up Only Item?

The buyer has eventually phoned the contact number a few days ago stating that his friend may be able to collect today.I emailed the buyer stating for about the 6th time that his friend should contact me to give me an approx time as cannot stay in all day on the off chance he will arrive.No response and I think unlikely he will turn up or phone today.
I really do not know what to do??? I just want an end to this particular sale but cannot report him as he did pay within the 7 days via Paypal.It has now been over 2 weeks since the auction finished!! Is there a way I could politely suggest we mutual cancel the transaction as it seems a lot of hassle for him and I?? If he agrees once I refund him his money what else would the buyer and I need to do? Thank you so much for any ideas- I have no items forsale at the moment and this is the only outstanding transaction and its driving me mad!!0
