There's a company called Spin Secure that manufacture outdoor tap locks. I can't seem to find the website I bought mine from though and I don't think they sell direct.

If you google Spin Secure, their website comes up and you can find a TapLock on there with details of where you can buy from - I bought one a few weeks ago cos I was going on holiday and wanted to stop my neighbour from helping himself to my water!!! It was really easy to fit, even for me (and I'm a girlie!) :j
