I've received a fine through the post today from the same company, Vehicle Control Services Ltd, not on my car stating that I had parked at an airport, on a road prohibited for even stopping. They have attached photos supposedly of my car but the photos don't prove it was my car as u cannot make out the number plate on them. And I know for a fact it wasn't my car as I wasn't even in the country at the time.
All the responses on here say do not respond, but I can prove that it couldn't be my car. I'm now concerned that my car has been cloned! Help!!0 -
pippin, it's not a fine, private companys cannot issue fines, They've sent you an (unenforceble) invoice.
However the cloning thing is something else but if you cant read the reg number how do you know it's your car?
VCS wont be interested weather it's cloned or not, they just want your money. Which you don't have to pay

Just a thought! If you were out of the country, did you fly, did you use airport off site parking. Could they have used your car?0 -
My partner recently returned to her car from work to find she had been given a parking ticket for "failing to display a valid permit". She has a valid permit, it had become unstuck from the window as it was a vary warm day.
The car park is in rented, shared premises with a shared car park, monitored by Vehicle Control Services Ltd. The fine is £80, or £120 if not paid within 7 days.
My partner appealed using the email address provided, attaching a scan of the permit.
She has now received a letter which acknowledges that she holds a valid permit, but continues to enforce the charge.
She is threatened with court proceedings if she does not comply.
Could anybody tell me how enforcible this is, would they really go to court, and what is the likely court outcome?
I'm hoping to hear from someone with experience in this field or with this company, rather than conjecture. Maybe there's even a form letter or similar she could use?

As bargepole says, VCS lost a case at an upper tax tribunal which sets a legal precedent at the same level as the high court. That means courts below it (tax and non tax related) have to uphold that precedent (in theory - though PPCs are known for lying and making up BS to fool judges). The ruling meant that they (and other PPCs) have no power to do anything with their contractual notices unless they actually own the car park.There were other implications too but I can't remember them. Our faithful friend Stephen Leak has a better memory of the outcome than me and I'm sure he'll be along soon to tell you all about it.
The bottom line is that VCS have nothing on you. If they write to you again, feel free to remind them of their friends at the upper tax tribunal and that any further communication from them will result in a legal case against them for harassment. They have no legal right to pursue you now and they know it. Continuing to do so is unjustified and harassment.0 -

I recently went shopping in Macclesfield at Aldi. Two weeks letter my husband got a letter saying we had a £40 fine that if not paid in 7 days would increase to £70. We just thought lets pay it and save the extra money. I was going to do this and someone at work stopped me and said they were unenforceable. We kept on receiving letters which was pretty scary. Eventually I checked my banking and sent them proof I had been in the store. We received a letter saying as a gesture of good will they would let us off! How rich. The morale of the story seems to be from this thread, not to pay them! I am certainly glad I didn't.0
