Empty envelope received from USA.

Nearly a month ago, I purchased some Yu-Gi-Oh! cards on my son's behalf on eBay. The item location was listed as UK, which led me to believe that, since the item is worth less than £30, it would be covered by standard Royal Mail insurance.
A few days later, an envelope arrived from New York. It was an ordinary flimsy paper envelope, and it was empty, with a hole in the side evidently made with a sharp object. I presume the contents were stolen in transit. I contacted the seller to ask where the cards were sent from, and confirmed that this transaction was the source of the mysterious empty envelope. I then sent another message asking for a refund, but have had no reply.
I have collected a complaints form from the post office, which I will return soon, but I'll need to ask the seller for details of exact posting location etc.
My son is very disappointed that he has paid nearly £7 and has not received his cards. Any advice?

Sorry to hear that, I haven't got advice but it's scary that someone can send you an empty envelope (could original person have done this deliberately?
). How could you prove it if someone did even if it was sealed, they could say you'd taken the contents. Is this common or an emerging trend? Torgwen..........

If by paypal do a chargeback for goods not recieved.

Agreed, it might seem harsh but ultimately it is up to the seller to get the item to the buyer. A claim form from the RM is unlikely to help anyway as they don't tend to take responsibility if they are not the original transit company.

I didn't have to sign for it, it was just put through the letter box with my other mail, I'm afraid. If it had been signed for, I'd have noticed the hole at the side, and then I'd have seen that it was empty and added a note to that effect when I signed.
I did pay through Paypal, so I'll ask the seller one more time, and if I still don't get a helpful response, I'll try to recover my money through Paypal, thanks.0 -
Don't let them know you are planning to do a paypal chargeback, as it will give them a chance to empty their account and prevent paypal recovering the funds. If it was me, I'd start the chargeback now.0

I agree, just go straight for a chargeback.
The fact that you didn't sign for the envelope is a good thing as the seller cannot 'prove' delivery of the item so you can quite correctly claim non receipt of the goods.

The limit 45 days now but I think a month of waiting is more than long enough.
