Cold scout hall

We have a totally uninsulated scout hall which currently uses nowt but 8 electric fan heaters mounted on the roof. They aren't adequate to heat the hall during the winter.
The quick win will be to install insulation in the roof space, but it has thin breezeblock walls and leaks heat like a sieve.
Currently we are investigating a warm air system which I believe is about 5.5k to install, and we will need a gas supply. The gas is currently about 5.5k to run pipeline to the hall or we could go for LPG from Calor or Flogas - currently I believe we're looking at LPG.
What else can we do to a building such as this at low cost to reduce our heating bill and is there a better solution that would make sense?

Insulating the roof will help, as this is probably where most heat is being lost
Draft-proof the doors and windows as best you can, this need only cost a little, and could be something for the scouts to do themselves!
I don't know how often you use the building, but it may well be cheaper to get a propane space heater if you only use the hall for short periods of time. They can heat a tent, but they do use quite a bit of gas. They will run on bottles, so no need to buy a tank. e.g. this

I think there is a body warming heater eg infa red? this may be better as it will not heat the air? the patio type of electric heater.The measure of love is love without measure0
