Is reinstalling all you're doing? Have you been inside it at all? I ask, because on the header for the power switch, the reset switch, the HD LED etc, there's a header for a keyboard lock switch.
If this switch is closed it'll stop the keyboard working. Wire up another switch to that header and you'll have some head-scratching moments.
If you can't get into the bios using a ps/2 keybaord, i'd take a look at that.They say it's genetic, they say he can't help it, they say you can catch it - but sometimes you're born with it0
