Using another account while suspended on one is against ebay rules, can we please be very clear on that point. I don't see that posts suggesting further breaches of rules will will end with a permanent ban are doing anything to assist on this thread.
I am also unsure how anyone can run a business that complies with all DSRs where they are using an address and name that is not theirs..how this would work in principal and whether the effort in using a false identity is worth it remains to be seen. Opening a new account is easy enough.
Different address, Mailboxes Inc.
Different debit card, google prepaid debit card.
Different phone number, cheepo PAYG phone.
Different IP, most IP's are dynamic anyway.
Clear cookies.

But by the time the OP gets his original account back, ebay won't exist anymore. So if he ends up with a lifetime ban it won't make any difference.

Thanks for all the replies. Unfortunately, I cannot risk being banned permanently, so I wont be making a new account or using eBay for the next 12 months. I'll just have to bite my lip and start using the local paper to sell items for a while.

12 month bans are always lifetime bans.

It sounds easier then it actually is going to be though.
I have to register the account at another address, and most of my family have eBay accounts so I can't register it at their address, as if eBay do find the re-registered account, my family members at that address will also be suspended.
When receiving items, they'll always have to go to the address registered, so I can never get items posted to my house.
It's going to be a pain to get a PayPal account verified and confirmed when using someone else's house, as my debit/credit card will be registered at my house.0 -

Nope we've had people here reinstated after a year plus an extra week or so while they resubmit documentation.

I have to register the account at another address, and most of my family have eBay accounts so I can't register it at their address, as if eBay do find the re-registered account, my family members at that address will also be suspended.

No, I was quoting from your statement that suggested that everyone who was previously suspended was signing up with false details to continue to use ebay.
