Orange handset issues

After some advice, my partner is with Orange, and for the past week her handset has not been able to recive calls, 9 times out of 10 it goes though to VM even tho the phone has a full signal.
So far its taken a week, and they have still not done anything, well looks like this, they promise call backs and this never happend. They are now asking her to try her sim in another phone, now this has been done b4, and Orange has been advised this, (btw sim in another phone fixes the issue) anway a week later she still does not have a working phone, where does she stand? can she end her contract with them due to this lack of service, or does she have to be sent round the houses (so to speak) waiting for Orange to find out the issue?
Any advice would be welcome.
