Ok the thing to do is to get some hosting https://www.34sp.com for example, You would need to get the nameservers to point to that hosting account unless you got the domain via 34sp in the first place. (Stuck? Phone them for help)
So you got the Domain Name and The Hosting now to Build a site.
There are a host of different WYSIWYG editors out there or you can learn HTML code
I would use an editor for more ease of use for a novice, I would try here for starters
http://www.w3schools.com/ and a program like this could help http://www.tucows.com/preview/388389.
Also for the above you will need an FTP (File Transfer Protocol) Client something like this http://www.tucows.com/preview/195147
For a more advanced webpage creation at more cost is Macromedia Dreamweaver and Microsoft Frontpage, Dreamweaver Uses an FTP Upload solution and Frontpage can also Use FTP but its best that you dont as if you upload a Frontpage web with dynamic display content the content wont display as Frontpage uses extensions for such display that is why there is a publish option within Frontpage itself.
Frontpage is Ok but the code can be a tad messy unless you buy Frontpage 2003 as the code is now better than previous editions.
Dreamweaver gives better code and has a nice finish but can be tricky to use for a novice...0
