Water Utilities Watchdog??

Sorry - not a moneysaving issue - unless you count the cost in customer's time and phone calls. I have rung United Utilities 4 times on various days in the last 2 weeks to change the bank account on my direct debit. 3 times they have told me their computer system is down and the other time I was told the computer system was being backed up. On one occasion I was told they would ring me back when the system was up - but I am in and out and in any case wanted to change it at my convenience. I don't appear to be able to change the details online.

This seems to me an excessive amount of time for computer systems to be down and was wondering if there is a watchdog for customer services for utlities that I can raise this issue with. Does anyone know? Today when I rang I asked if the computer systems are ever up but the girl avoided the question by saying that she hadn't been in for a couple of days!
