Bulldog Charging me too much

Hi, this is my first post so sorry if this has cropped up before.
The story starts 2 years ago when i moved out of student halls and into a house. I got a Bulldog line for £30 per month for line rental and an 8mb unlimited line.
When I came to move out, I called out to cancel to get the best deal out of them and they said they would give me the same deal but for only £15 per month (this was in June 07) at my new address.
I took this, went to set up the direct debit and was told I needed to change my bank address to the new one to set it up.
I changed my address and I called up to get the DD all set up and what not.
About a week or two later they had set it up and I recieved a letter confirming my contract and my deal, however it said it was £30 per month. I called up to check and the guy at customer services said that, the price quoted was before my discount and that when the direct debit came out.
I checked my bank for the DD in august and £15 had came out. I then forgot about it for a few months as I was in my final year at Uni, so needed to concentrate on that.
I then recieved an email from bulldog in Feb saying that my online bill was ready. So i went and had a look and to my supprise it was for £270. Now as you can tell I should have only got a bill for £180 for the entire year. I checked my direct debit and nothing had come out since August.
I have since called them about 7 or 8 times and every time I have to tell them the entire story, then give them both my old account and the current one, to prove to them that I was offered a £15 per month deal.
Every time they say one way or another that they are going to sort it out, but nothing has happened. They have now started sending me emails saying that I owe them £401 even though the last time I called they said that I only owed £180 (as it should be)
This has been very distressing, especially during my final year at uni, and I dont have £180 spare to pay for the entire contract. I would like to complain about this but I am unsure what to do and am fed up of explaining my story to each person.
Any advice of what to do next?

use the complaints procedures at ISPA and CISAS. ISPA are toothless but can be used as a good escalation route. They will at least get someone from bulldog to call you. I ended up with three level 3 complaints, so dont waste time just keep going to the next stage straight away.
