Correct, HM Customs guidelines suggest 3200 cigs and 3kg tobacco is reasonable for personal consumption, so it seems you are exactly on the limit. Maybe that's why they were suspicious?0 -

I must admit I assumed they had taken a vehicle the details of which would have been logged on leaving the country and flagged up a pattern.0 -

Thats quite true; Customs do carry out surveillance on regular booze cruisers. That way, if they prosecute you, they have evidence for the prosecution.
It may be worth writing a letter to them at the relevant airport? I once helped a friend write to customs as she had had goods confiscated (difference circumstances to yours however) this resulted in her getting her fags back. Be quick though, as they destroy seized goods.
