Excise duty and changing ownership

Tax/Sorn Question
My boy bought a car on the 20/10/2019 and he's been waiting for the log book so he can sorn the car but the seller never sent the log book off for over a week and now DVLA is showing the car as not taxed since the 20/10/2019 so will he have to pay as he still haven't had the log book.

Used Car purchase
Looking for advice, I bought a used car just over a week ago, traded my old car in. Advertised with almost 1.5k miles less than actually on it. I'm obvioulsy not happy about that.
