Re-mortgaging Query - Will I still get 100%?

I'm a first time buyer and three years ago bought my house from Barratt's (don't say a word, I know...) for 156k. 40k of this was offset by Barratts for a period of ten years, whilst the mortgage I got from Abbey was for 116k. My Dad (71)is a widower living in a bungalow worth about 150-160K. The mortgage is paid off but he is struggling for money. He wants to borrow £10000 and we looked into an equity release scheme. Moving house - would you have a 2nd mortgage?
If you move house and you are currently in a fixed rate mortgage would this mean you would need to take on a second mortgage for the additional amount? If so then would you have to pay a fee for each mortgage when each one comes up for renewal? Thanks.

Should Britain Join the Euro?
Given the current conditions and the likelyhood the the pound is going to start to fall and trading across europe is becoming increasingly difficult, should now be the time that Britain joins the euro? Can I still get lower HSBC tracker rate?
I contacted HSBC in August about arranging an appointment when tracker rates on 90% LTV were approx +0.89. We have just arranged a tracker with HSBC but at the new higher rate of +1.24. Do we have any chance of getting the lower rate still since we "expressed an interest" when that lower rate was available? Thanks
