Sweep facility every 4 weeks? (for public sector workers?)

Budget Planners
Just a quick question about using budget planners. I tried completing one and said that I overspend every month and am actually in debt. This is not the case, I actually save about £1000 each month. Why is this put in the outgoings (along with ISA's etc) if you still have the money? Any help much appreciated.
