No, if you rent it out the council tax is paid for by the tenants. Some councils also give you a "grace" period if it is empty for a short while, (maybe up to 6 months?).1 -

My understanding is that the tenants would be liable for the council tax. In your scenario, you’d only pay when it’s vacant between tenants.3
