hi, i attended university for the 2010/11 year, but i dropped out after the first year, i have since decided to reapplied and accepted to join another university to start this year (2012/13), however at this stage i am unsure whether to go through uni again or to simply go into a job.
simple question would i be eligible for this partial cancellation?

The heading is wrong
It is not "welsh students" but those who have taken their loan from Student Finance Wales - whether they are english, welsh or any other nationality. what makes you think for one minute we are a united kingdom? As atypical has said we're not since devolution.
You just have to listen to the news to know that very little of the items discussed actually affect wales, scotland or northern ireland - think of the policy changes in education and the nhs and you'll know what I mean.
If you think that welsh (ie normally living in wales) students getting £1500 off their loan is bad better not tell you that those same students are only having to pay approx £3250 regardless of where they study in tution fees from sept 20122014 Target;
To overpay CC by £1,000.
