Vinci Civil Parking Notice

Hello,
I hope someone can advise me.
I went to the Formula 1 Qualifying at Silverstone. It was arranged through a third party so I did not purchase the ticket or any of the paperwork.
On arriving at site I was herded into a field to park with all the other cars. I checked with a marshall if it was ok to park here. He said it was.
On returning to the car I had a £60 Civil Parking Notice from Vinci.
I asked a marshall about this and he told me that lots of people had them, he checked with his boss and I was advised to not pay it and write to Vinci and tell them this.
Anyway I did write to them explaining the situation, another reason for writing is that my car is a lease car and the lease company will just pay any ticket add an administration charge.
Vinci have written back saying that my appeal was unsuccessful and that the marshalls are Silverstone employees and not theirs.
My thoughts are either to ignore this letter or to write back saying that having checked with the marshalls and told to park where I did and told not to pay the fine that Silverstone gave me permission to park on their property so obviously the fine is now irrelevant.
Any advice would be appreciated.
many thanks
Neil

Forget writing to Vinci, they are not going to allow any appeals because it's just a scam to make money. If it was your car we would smile and say just ignore the ticket as it's not a real fine.
But because it's a leased car, you absolutely MUST check out your car hire t&cs asap!
And then even if it looks as though you will be OK, whatever the wording of the t&cs you must write straight to the hire co and tell them NOT to pay a ticket from this company as it is an unenforceable private ticket and not a real parking fine.
Print off this link in full to send to the Fleet Manager with your letter in case he is unaware of the scam that is the private parking industry:
http://www.fleetnews.co.uk/news/2009/5/28/question-private-parking-fines-fleets-urged/30698/
Follow up your letter with a phone call, or do it the other way round - call first to alert them to a spurious ticket which you absolutely do not agree to pay (their reaction on the phone should tell you if they understand the scam or would just fall for it!).
I think if you clearly DO NOT authorise them to make the payment then that clarifies your contract with the hire company from your point of view. Also reassure them that with private tickets, since any alleged contract can only be based on a contract with the driver or trespass by the driver, they are not responsible for the charge at all anyway (unlike with a Council ticket).
You must be proactive, we have another thread on here where the OP is going to have to take the hire co and the parking co to Small Claims to get his money back as they just went ahead & paid the first spurious notice about the alleged 'offence' that landed on their desk:

It rings a bell, think I have read about this scam on pepipoo last year. :mad:PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This sounds suspiciously like organised fraud to me. Most serious if so.0

I Googled it, couldn't find a pepipoo result but found this on pistonheads forum from a year ago:
http://www.pistonheads.com/gassing/topic.asp?h=0&f=10&t=709939&nmt=Silverstone%20%20parking%20ticket
So it's a well-known scam, that link says that the local radio has warned about it last year as well.
@ nrwilliams, make sure the lease company hear about this from you before they hear about it from the scammers. Sadly many lease companies would not see through the con, you'll probably have to educate them and not take no for an answer.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I don't know the full reasons of course but Vinci were kicked-off a couple of contracts in my area after only a very short period of operation.
Oh and there are some other issues about their negligent operations that were in the news a while back.0 -
Apparently over 1000 fines were issued. This just goes to show what a money making trap this is.
Is it really true that these fines are not legally enforceable?
I am writing to Vinci outling their failure to provide prominant notices and also that marshalls' non disclosure of permit requirement.
I am planning to start an action group if I don't get a satisfactory response from Vinci.0 -

I wouldn't bother writing to them, they are scammers and they will not correspond to you about anything except pay us, but all these tickets are unenforceable in law, and are just invoices that you can ignore completely, please advice everyone you know not to pay any PPC ticket, whether its a retail park or local tesco et al, they are all worthless bits of paper, and all the debt collectors and solicitors are bogus and not to be taken seriously.
Only deal with council and police tickets as they are enforceable in law.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -

Don't write to Vinci. Complete waste of a stamp and gives them a status they don't deserve. You wouldn't write to the person who sent you a phishing email from Nigeria, pointing out the error of their ways and telling them you won't be paying, would you?
This is a very similar scam in the form of issuing scattergun extortion demands, in the hope that plenty of victims will just pay.
Instead, report them to Trading Standards, and the OfT for CPUTR offences:
http://www.opsi.gov.uk/si/si2008/draft/ukdsi_9780110811574_en_1
You have to start with Consumer Direct I think, to reach TS or the OfT:
http://www.consumerdirect.gov.uk/
Are they a Limited company? Is there company number and address on their paperwork? If not report them to Companies House.
Did they show VAT on the demand? If not report them to HMRC.
Complain to the local press/radio, your MP & the local MP to Silverstone as well.
The facebook campaign/action group is a good idea. :T
It took me a while on Google to find much about this scam at all, even though I had recalled reading about it on a forum last year. So obviously if you word a facebook campaign well, with full reference to the company and the location, then that will be the first result when Googling Vinci/Silverstone.
NO-ONE should fall for this con. Private parking tickets Should never be paid.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
