It is usually an import function but it depends where your contacts are stored now. Try this link.

Have MS added an "import contacts" function yet? If not, the act of adding an existing email account (eg gmail, hotmail) should automatically include the contacts that those accounts had.
If you put your general location in your Profile, somebody here may be able to come and help you.

No import is not there - I have the accounts already added but the long list of contacts not there - I have them saved on an external hard drive

Sorry, not familiar with MS stuff (as you can tell); how about import to outlook.com or hotmail.com (from your -assumed- CSV file on your external hard drive); may have to create a temporary account there of-course if you dont have one already; then add that (account+contacts) to [Windows 10] Mail.

This is the guide what microsoft has for importing and exporting contacts to mail on windows 8
Open Windows Live Mail by selecting the Start button. ...
In the lower-left corner, select Contacts.
    Select Import on the ribbon.
Select the file format that matches your exported contacts (.csv or .vcf).
Select Browse and then select the folder containing your exported contacts.
    More items...

    This might help
