Hi Guys

my wife recieved a parking charge notice on the 17/06/2013.

I returned home thursday and my wife showed me this charge notice it shows 3 photo's of the car one in the bus stop a close up of the number plate and one of me getting out of the car.

the cost is £60.00 pound if not paid it goes up to £100.00

the airport has free parking for up to 15 min so how can this firm charge such an amount

The Firm is call VEHICAL CONTROL SERVICES LTD.

what should i do know

Read any other threads on the forum here, and learn about how to challenge this fake PCN and then how to win at POPLA (second stage appeal).

Your first challenge MUST NOT say nor imply who the driver was! It should be written from the registered keeper in response to that letter, not even talking about 'what happened' or anything about the incident at all. Just red some threads on page 1 - 3 of this forum about ANY PPC (not just VCS who are connected to Excel).

Show us your draft short challenge letter once you have read some threads and come back again when they reject your appeal and give you a POPLA code. DO NOT appeal to POPLA without forum reading and help, that stage must not be a soft (normal) appeal, but more of a long legal challenge.

Examples on lots of threads, so happy reading first!

Eh? Have you actually read any of the threads here. Do a search on "airport PCN", and you'll see loads of cases, mostly at other airports such as Luton, Stansted, Robin Hood (oh, the irony), Liverpool. But it's all the same. You weren't even parked, so how can you have a Parking Charge?

Wise up, appeal, and definitely NEVER pay.

You will not be paying and this is not a fine, you have committed no crime.

What happened when you looked at ANY OTHER THREADS on the forum, as advised? Surely if nothing else, you gleaned that this is a scam from any other thread, and that you can beat it by appealing it and taking the matter to POPLA? All fake PCNs are the same worthless rubbish, yours is NO DIFFERENT.

Makes no odds what you did or did not do because that's not how a challenge is written. Read the current forum threads, not just your own. Come back and show us your short/sweet first challenge wording you will find on other threads (I am not on to spoon feed when it's literally everywhere on every thread, except for the 'Council PCN' and 'debt collector' ones!).

Then later, update us with your planned POPLA appeal wording and thoughts about that stage, when you get your rejection...but of course in the meantime you'll surely have read other threads with links to what makes a winning POPLA appeal, in readiness...

You need to send a soft challenge, that's what happens next, as advised in the pepipoo thread below with examples. DO NOT IGNORE IT.

This is what POPLA's chied adjudicator has to say about it

    No stopping zones
An area where Assessors are beginning to see issues arise in appeals is one where there is a prohibition on vehicles stopping. Whilst this does not usually occur in car parks, it can do, for example, on approach roads to airports.

Typically the motorist may have stopped on a double yellow line to allow
passengers to board or alight the vehicle. Of course, on the public highway this is generally permitted, although not on a red route where there is a clear red line.

It is therefore very important that any prohibition is clearly marked; bearing in mind that such signage has to be positioned, and be of such a size, as to be read by a motorist without having to stop to look at it.

Signs on red routes, unlike those indicating most parking restrictions, are generally positioned to face oncoming traffic, rather than parallel to it. As always, each case will turn on its own facts and will be determined on the evidence produced by the parties.

Now, how much of that is in your favour? If any, then it needs to be quoted in your POPLA appeal, but remember that photographs can be worth 1000 words.

    This bit:

I have never seen any signage of the PPC variety which can be fully read and understood as you drive past it.

They have also conveniently ignored the fact that it isn't parking, and so cannot possibly be covered by Parking Charges or POFA.
