Urgent advice needed please

Hello,
A friend of mine that uses this site religiously has told me to post here for advice so thought I'd give it a go...
I have unpaid council tax from my previous property, I tried to set up a repayment plan with the council but they said they couldn't accept an offer and to wait until it had gone to court.
It went to court on the 8th January and on the 12th I received a letter from Rossendales stating that a liability order was issued against me for £440.26 (inc costs).
And that I must pay it in full to them and not the council.
I am on Income Support and have a few creditors so have hardly any money and the letter said that if I wanted them to consider a payment arrangement then to fill in the enclosed questionnaire (which was about my income) and include details of my offer and send it to them within 7 days. It said if they accept my offer they would write within 7 days and if it is unacceptable they would visit to levy distress.
I wrote straight back and offered £20pm.
I had not heard anything so emailed them on the 1st Feb.
They finally replied today:
Dear Miss .....,
Thank you for your enquiry.
Your offer of repayment was received but was not acceptable.
Your account has been issued to our bailiff to levy distress. Upon doing so the bailiff will leave you paperwork which you should complete fully and return to our office with evidence of all household income/benefits received.
If you wish to arrange a suitable time with the bailiff, please contact him on .....
What do I do know? let him in? dont let him in?
I am in rented accomodation, have no car and hardly anything of value in my house.

Never let them in, Bailiffs can charge £42.50 for a visit and 2 letters, no more fro council tax collection.
If they get in, even an open door or window, the van fees, levy fees and possession fees will easily exceed £200.
Just send them an income/expenditure sheet, offering the most you can pay again.

Since CT is a priority debt, only your basic living costs + rent/mortgage/utility bills should be paid, all other creditors like CC should get £1 per month until the [strike]CCJ[/strike] council tax is paid off.Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.

Rossendales tactics have been brought to the attention of police in the past it seems, from a quick search on google.
Also search for them on youtube, their illegal actions are caught on tape by debtorsHere to learn and pass on my experiences.

Bailiffs can visit you as many times as they like, but are only allowed to charge for 2 visits - the total of which is £42.50 (if they visit you)
I would send them a copy of your income/expenditure as suggested. If they see that you will not be able to pay, there is a chance that they will hand the debt back to the council.

I would ask CAB to see about speaking to a local MP or councillor, to get the council to take the debt back rather than leave it with an disreputable bailiff. You had made offers to pay but both the council and bailiff refused, there was nothing more you could do due to your income.Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.
