Pipex Credit Control - What are they up to?!

Anybody else got any experience of what Pipex are up to? I spoke to a Credit Control agent yesterday as I got a bill for £20, 9 months after I was told the account was closed!
Apparently Pipex Customer Services had missed advised lots of customers so they have a new Credit Control trying to get payment for bills going back up to 2 years.
Does an external body regulate compaines like Pipex? Can I take the complaint to anyone else?
