The Local is the name of an off-licence chain, it's part of the First Quench group which includes Threshers, The Local, Wine Rack and in Scotland, Haddows.

I haven't seen it yet but the Waitrose voucher seems to be a straightforward 'conditional spend' voucher from a major Supermarket and it has a 99 barcode. So as others have said, it DEFINITELY IS ACCEPTABLE in Tesco, and should scan (the amount may need manually entering).
ALL stores, even those who don't allow other mocs, 'should' know about the spend & save voucher policy. It is a well-known Tesco policy and unaffected by any store-specific % maximum or other such restrictions. Here's a copy of my post from the other day (sorry for the repeat for those who already know, this is for those who are unsure):
Conditional Spends are the ONLY type of rival voucher that Tesco do officially accept. But sadly I'm willing to bet some peeps will report problems at Tesco though, unfortunately so many stores don't know that they should accept spend & save coupons from ALL other major Supermarkets.
It's not just Sainsburys ones so don't be fobbed off if you are spending the £60 in Tesco and get a cashier who says no...ask them to check with the Supervisor...then a Manager if need be. It's unfair to say the least to get a customer in knowing Tesco corporate policy, then to wrongly refuse them a valid £10 off at the till - but be aware and prepared - in a calm, polite frame of mind - just in case they try to refuse it!
Tesco policy on spend saves IS clear. It says 'any other major Supermarket'. In fact, in one coupon policy Update to stores ages ago, Tesco used Waitrose as the example which could prove useful now.
If need be state this wording as a fact even if you are holding up a queue, and even if they try to intimidate you by marching you off to the CS desk. Say you 'have friend who works in Tesco' so you know the policy and are surprised that their store doesn't (BTW it applies in all Tesco stores). Even if using the voucher on a Sunday your store can check with Dundee (sadly they are a mixed bunch who don't all know either...but it's one option...).
Hope that clarifies for those who may need it. It's OK, honestly, stand your ground and don't believe the first staff member who says no, they are simply wrong.
Hoping to avoid any posts along the lines of 'my Tesco CS said no so I believed them & threw the voucher away' (like with the Morrisons ones in the Summer). Don't be fobbed off, good people of MSE.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
