Seller Refund Query

Hi - I have a few Qs, thanks in advance.
Bought an item - seller didn't deliver - we traded insults - he claimed to be the injured party and blocked me like a big baby - I still have his insults and I still have mine via message system. 1 week later he claims to have re-funded me. Same thing has happened to the next buyer to feedback -vely today.
1 - How long does a refund take to come through Paypal because I don't trust the seller. Can't see a thing so far.
2 - How do I respond to his feedback (on his page) after he got my -ve feedback comments removed? He replied that I have been refunded due to 'breach of contract' ... breach being that I paid and he didn't deliver, what a complete liar.
3 - Why did ebay remove my comments "Born liar. Stole my money. Now a police matter. **AVOID AVOID AVOID**"...or can he remove them himself?
It all sucks. Seems to me that everything is geared towards the seller. Someone please tell me I'm wrong?

Have you filed a proper dispute for item not received?
If not do so now. They ask the seller to prove you have the item, They cant so the seller must then refund you.
Dont close the case. No matter what the seller offers.Censorship Reigns Supreme in Troll City...0 -

Questions 2 and 3, 3 particularly, are only really answerable by eBay themselves.

Seller has now blocked feedback (now private) ... I have dialogue with 2 other users who are in similar situ... this makes me truly mad...what a total coward0

eBay have removed the comment because you mention it was being looked at by the police and regardless the feedback doesn't paint a good
picture from your side.
A factual comment such as
Seller didn't send item and was extremely rude
wouldn't have been removed and would have had the desired effect more effectively.
No point following up your comment now if his feedback is private but this can be done from the links at the bottom of your feedback profile.In the game of chess you can never let your adversary see your pieces0 -

IF he has refunded you it could be instant or if it is a bank payment (via PayPal) it can take 10 days to clear (if they do not have funds in the account or a credit card registered, then payment it should show in your PayPal account as pending and show a date it will hopefully, but not guaranteed to clear.
If there is nothing showing then he has not refunded.
Go to your PayPal account and click on Resolution Centre then open a case for that transaction (this will ultimately show as a claim in your eBay purchases) allowing both parties to communicate via the PayPal resolution centre.
Once opened you have 20 days to come to an agreed refund or goods, but if nothings is forthcoming and no communication then make sure you escalate the claim before the 20 days. Then PayPal will intervene and give the seller 10 days to respond and prove that they have sent the goods (tracking reference or refunded), if not PayPal will most likely find in your favour and refund you the money owed.Everything has its beauty but not everyone sees it.0 -

I've never done this before. I stupidly thought that "the seller must respond by July 20" would mean some automatic mechanism would kick in after the 20th? How do I escalate? I've been in IT for 20 years and it's as clear as mud in a vain hope by Ebay that no-one will bother them and things will tick away all hunky dory, grrrr....
