But it isn't a new line, even BT's website say the connection fee isn't applicable if the line has been active within the last 3 months. The previous owners only moved out last week! So why would there still be a connection fee (ignoring the transfer to talktalk side of things)?
There should not be any charge, I think they always quote it just incase.
If the engineer has to do no work and the line is just activated then it should be free.
If the phone had a dial tone and dialing 17070 gave a number the line is working and just needs to be reactivated with no connection cost.
My daughter is also moving and I have tested the line and it has the above conditions so it will be interesting to see how they get on.From 1st May 2007, for customers ending their service early, we replaced the existing charges with a policy that requires customers who have ordered a line on or after 1st May to pay the outstanding line rental for the 12-month minimum term of their contract, up to a maximum of £70 (incl. VAT). Customers moving home and transferring BT service to their new address will be subject to a new minimum term from the date of start of service at the new address.
When you cancel the contract you only pay the outstanding line rental for the 12-month minimum term of their contract, up to a maximum of £70 (incl. VAT). So if say 3 months were left you would only pay 3 x £10.50p= £34.50p.

Their would only normally be a connection fee in these circumstances if the wiring had been chopped somewhere en route and it required work by an engineer. A straight forward stop and start does not normally encur a connection fee.0 -
If the line is "live" there shouldnt be a connection fee.
As mentioned above i used to do this for a living. I also forgot to say that not only did i transfer and connect lines i used to put the charges on for rental, connections and services.
I have recently moved and we were just given a new number, the line was live so apart from line rental and calls we havent paid anything else.
It really annoys me when telecoms try and fob you off. I was really frustrated with talktalk. Thier attitude changed when I told them i used to connect and transfer lines for carphone. I lost it and told them they didnt know their @rse from their elbow!!
I cant really say much for their new system as I left before it was in place but when transfering a line it is done remotely on " gateway" so nothing physical is involved.
When a new line is set up a BT engineer needs to go out, so this is what you pay for really - installation of the line itself etcMarch 2006 £15,200+ in debt April £843.64 in debt - Debt Free date Sept 2009

You didn't mention the connection fee in your post, just the £70ish fee for terminating the 12 month contract early.

Unless you have an active BT line there isn't any other provider who will be able to offer you a service, not counting cable. Over the past few months TalkTalk have been testing a new process for customer who don't have a BT line but wish to join us, I am happy to say that our initial testing and pilot went very well and we are looking to role this out as a standard in the new year allowing customers to join us without the need for a BT line.
It hasn't been so much about the cost in the past but the logistics of arrange this, and so this is why all other providers not just TalkTalk require a BT line however this will soon be a thing of the past for customers wishing to join us without a BT line.

Rubbish, "Online Community Executive"! There are many other telecoms companies that will arrange line installation just like TalkTalk could do if it wanted to, using BT Openreach. TalkTalk insist that new customers get BT to install the line for them but it does not have to be that way.

As I said in my previous post TalkTalk are looking to change this and as a result have been working to implement a new process which will go live in the new year enabling customers to join us who don't have a BT line.
