Recovering money from virgin media

Changed broadband supplier from Virgin Media. After termination, they raised an invoice for payment which was not due. They would not cancel ("no one can cancel an invoice") and took payment from my bank account.
Virgin have promised to send a cheque in repayment, but nothing has arrived and they refuse to discuss.
I've asked for a complaint to be raised with a manager, so we can take the matter to the independent adjudication. The promised call from a manager to discuss does not happen.
It's a small amount of money, but it's my money and I want it back.
Has anyone details of the adjudication service so I may approach directly?
Any other suggestions?
