Hi the third party received a PCN for overstaying whilst I watched a film.
The keeper has read the FAQ so apologies if its answered there, the keeper is annoyed as first PCN, not the only 1 though and must be others who got caught.
The keeper like to appeal it but with not having had a pcn before the keeper is not sure if could pay the reduced fee if the appeal fails.
Would appreciate any advice.

The reduced fee is a scam!
Of course you should follow the advice in the FAQ
You say the letter is correctly addressed to the right person - but that is irrelevant
Throughout here you are advised never to reveal who was driving
You need to edit your post to remove details of who was driving and either remove the photo or obscure all unique details that the ppc can use to identify you
The ppcs monitor this forum and can use your posts against you0 -
Remove the PCN number and the very precise times from that image.
That, together with the site address are enough to uniquely identify that incident.
You now need to send the blue text template appeal found in post #1 of the NEWBIES FAQ sticky thread.0 -

No - that letter isn't a silver bullet!
Go through the FAQ again - the letter is a step to getting a POPLA code!
