Towing charge for Rental Car breakdown

I recently hired a car in Spain and had my own Excess insurance policy. However the car hire company informed me, when I asked, that if the car broke down, towing charges would be between 200 and 400 euros. I believe the excess policy only covers towing costs after an incident ( accident). Are there any policies which will cover towing charges to a rental car in the event of mechanical breakdown?

That's just taking the p! They hire you a faulty car and expect you to pay for it being towed??
A hire car did break down on me once (in Spain) about 100 miles from where we were staying - it was locally recovered and they got us a taxi the 100 miles - it must have cost them a fortune. But I didn't pay anything, other than a charge for the petrol I'd used in the car which broke down.
The only annoying thing was they wouldn't deliver me a new car, I had to go to the airport to pick one up, it was 20 miles away, and they whinged about paying for a taxi for me to get there (but they did pay).0
