What's the best mobile contract which lets you use your minutes abroad?

I'm with EE on a business contract at £35 (includes a £ 5 discount) a month which gives me unlimited calls and texts which I can also use abroad, and 1G data, but no data abroad (have to buy add ons).
My contract is running out and I'm looking around to see if there is any offer for the same plus inclusive data abroad?

They didn't offer it for all that long iirc, there was a £5 roaming surcharge to the monthly plan on their "roaming plans", looking at their website now, it looks like only EU countries are now covered by the roaming plan.
Previously:On this plan, your inclusive allowances are for making and receiving calls and texts to and from mobiles and landlines in Europe and selected countries as follows:
