Electric Heaters or New boiler

Hi,
Wonder if anyone can help we have recently moved into an all electric house and due to expensive electric bills would like some advise on how to proceed.
The house has a 12kwh electric boiler which when the heating is on is running around 51ampsh an hour heating the wet radiators downstairs only and hot water, then we have electric heaters upstairs.
I have moved tariffs from eco 20/20 which was night and day rates as it was not working due to an old tariff and no storage heaters.
Would we be better getting new 6kwh boiler and keeping the wet radiators downstairs or replace with electric?

A 6kW(note - not kWh) boiler will be no more economical than a 12kW boiler if it has the same amount of heating to perform. Indeed if there is a heavy heating/hot water load during winter the 6kW boiler might not cope.0
