Converting RHT meter from eon to a plug socket

Hello, I have a flat, 1 bedroom that has electricity only. There's no option for gas in the flats.

I currently have an old underfloor heating system that takes 3/4 hours to heat up which I think is 5kw. This runs on a separate RHT meter, the RHT meter gives me a reduced rate for around 14 hours a day. The cost of this rate is about 60% of the none RHT rate.

I am looking to ditch the underfloor heating and run electric ceramic radiators. My question is this; can I employ an electrician to disconnect my underfloor heating and take a feed from my RHT meter and run it to a radiator or plug socket? Essentially swapping the underfloor heating for radiators and allowing the radiators to run at the reduced rate.

Any advice on this would be great, thanks.
