Bankers draft in overseas currency

I live in the UK. I need to pay a government agency in Hong Kong in Hong Kong dollars. They have specified that they will only accept a crossed cheque or bankers draft. They have declined electronic transfer. None of the 3 major banks that I have an account with offer this. Neither do Western Union. Any ideas of how I can obtain a bankers draft or crossed cheque in Hong Kong dollars?
