Two weeks after first PCN i have received a second one, exactly the same one. Is that what Parking Eye do?

Clearly yes... it's headed REMINDER which gives you a clue it's not a new one!

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

Parking Eye, CPM, Smart, and another company have already been named and shamed in the house as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the House of Commons recently

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.
You never know how far you can go until you go too far.

I have appealed to Parking Eye using template. It's been weeks and still no response. Waiting for popla code or cancellation which is less likely. So far would like to thank everyone for replies and tips :j

Finally recieved an email from PE and decision has been unsuccessful. I am about to start building my defence. Initial appeal with request of all photos, images of signage and explanation of allegation. None of the requested information was supplied. Does anybody knows how much time i have to appeal to POPLA???

Have you checked the NEWBIES FAQ sticky, post #3? What about the POPLA website? Does the PE rejection letter with your POPLA Code not tell you how long you have?

Effectively you have around 32 days from the date of the rejection letter (although officially it is 28 days).

The NEWBIES FAQ sticky, post #3 will now guide you through putting together an effective POPLA appeal.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

PoPLA codes last 32 days, but there is no advantage in leaving it to the last minute.

Use all the template appeal points available to you from post 3 of the NEWBIES, Grace Periods being point 1, and Frustration of Contract (because the driver was prevented from leaving) as point 2, then all the usual points after that.

What happened when you asked the landowner/carvery manager to cancel this?

What happened when you complained to Steve Clark as advised by C-m?

Have you complained to your MP yet about this unregulated scam as advised by T D?
